When it happened again this time, I went and started killing processes
until the dialog went away. As far as I understand now, the process
responsible for this dialog is /usr/lib/kde4/libexec/polkit-kde-
authentication-agent-1 .

strange dialog appears every now and then

The weird effect on the dialog's backgorund is because the dialog is
semi transaparent (which according to my kwin settings probably means
its a dialog and not a normal window) and it is disaplayed over a part
of the background that has a sharp brightness change.
