Both Lubuntu and Xubuntu use xfce4-power-manager-settings which is part of xfce4-power-manager package. I think Ubuntu Studio is also using XFCE. Lubuntu 11.10, at least, doesn't have a global control cente for system settings. I don't know if this has changed in Precise or if Xubuntu has a
