This bug has nothing to do with shimmer-themes. If you're using a Gtk2 theme that doesn't supply Gtk3 support you're basically on your own. We _try_ to only install themes from now on that have a Gtk2 and Gtk3 variant, but obviously users can also install themes themselves that don't have Gtk3 support. The issue is, that you have not set up the gtk3 theme in xubuntu. It should better be done by xubuntu desktop, I think. So it's anyway a kind of bug.
