My elantech touchpad are not configurable even through dconf-editor.
Such settings as tap-to-click and natural-scroll are enabled, but
doesn't work. Touchpad section on gnome-control-center are missing too.
Fn+f9 (Disable touchpad) shortcut are not functional.

file, that worked yesterday, if failed too. So I used mkusb and wiped
the first megabyte and created a fresh gpt system with a bios_grub
partition and an EFI partition.

I have Manjaro currently installed on that laptop and it works normally
with kernel 4.4.21. Manjaro comes with tlp by default. There aren't tlp

Yes, doing exactly the same as above and with exactly the same symptoms.
Just that in my scanner model the bar moves to the idle position.
My latest comments were only to explain extra symptoms I see.

Ok, so this should be already fixed in yakkety (which has version 7.5
with the fix).

No fix for me, tried everything I found relevant on the internet, I have
EXACTLY the same problem...
The same steps to reproduce, plus the fact that I added other tabs and
sensors with graphs in KSys Guard... could this influence the
disappearance of the CPU History and Network History graphs?
