Wait, as harryharryharry, I can confirm that mainline kernel
4.9.0-040900.201612111631 works without problems. So the problem is only
present in 4.8 ubuntu line and 4.10, so maybe the problem is caused by some
backported code from mainstream, maybe security patch.
So, could be this change
I saw the same here, so I set the packages linux-raspi2 linux-image-raspi2 and
linux-headers-raspi2 to hold (as mentioned above) and reinstalled the last
working kernel 4.4.0-1034:
dpkg-reconfigure linux-image-4.4.0-1034-raspi2
My test with the latest version 4.4.0-1040 still shows the same

As in the comments, indeed 5.1 changes too much. It actually has
regression problems with i3wm (which was fixed in one of the versions,

It's both. LOCPATH needs to be set when launching the application
because otherwise an absolute path will be used. And locales-all
contains data such as time and date formats or how to deal with numbers.
