Some findings: systemd-resolved is not running when oem-config runs.

a patch that installs the conflicting icon files with "budgie" prefixes.
The budgie caffeine code looks to see if it has loaded the standard
"caffeine" icon name - if it cannot find the icon, it instead loads the
"budgie"

with my operacional system: when it showed me the atualization of
kernel, my computer reincialized , but it didnt run the inicialization
