backports: bug 1819613
This bug was fixed in the package console-setup - 1.178ubuntu11

console-setup (1.178ubuntu11) disco; urgency=medium

There's a change in perl 5.28 to use `uselocale()` & friends instead of
gettext
A new resolve package with today's update solved the problem; apparently
it was an issue with name resolving.
