I can confirm this bug. My VPS servers are configured to automatically
reboot daily and one of them started hanging up with similar error a few
days ago. I am using Ubuntu 18.10 x64 running on Vultr VPS. When the VPS
hanged today, the screen ended with these messages:

deciding which are the upgradable packages especially if there are held

First of all I can confirm that as far as I can tell the problem has
been fully resolved. All applications that I start from either the

oh, it was an update that failed verifcation and got deleted, see bug
#1637988 ... it's the risk of opting in for -proposed updates, your fix
to reinstall the official bionic version is right
