Thanks for taking the time to file this bug and trying to make Ubuntu
better.
The bug seems legit and it was already fixed in Debian, so we should do
the same. In the Debian bug we have some more detailed instructions on
how to reproduce this bug, it might be helpful when preparing the SRU.
Since
Got 5.13 to boot - with nvidia removed (running nouveau)
Exactly the same symptoms as in 5.11: on/off flicker / only VGA resolution.
DP over usb-c not working correctly
I attached the dmesg output - there is a nouveau error message at the end.

I tested this in a bionic lxc container with the following steps:
# install affected golang-docker-credential-helpers version 0.5.0-2
apt update && apt install -y docker.io golang-docker-credential-helpers
# prepare Dockerfile and run build
mkdir /tmp/dummy-docker-build
cd /tmp/dummy-docker-build
Looks like the incarnation of "intel gdm" bug to me, where pressing Alt would
unfreeze everything.
But that time it's for NV and pressing Alt doesn't help at all.
The scenarios are the same though for me: any hard work done by JetBrains Idea
and it freezes for some time.
