Tracked down the cause to the Docker host, which runs on jammy, not
knowing about fchmodat2(). The syscall should normally return ENOTSUP
when called with AT_SYMLINK_NOFOLLOW on Linux, but the Docker seccomp
profile causes it to return EPERM, which confuses tar(1). Closing.

nice catch - that was it : lpr package installed instead of cups-bsd
it now works ok.
shouldn't okular introduce a dependency on cups-bsd ?

I can reproduce this issue in Noble and Mantic, issue not reproduce in
Jammy. Also tested Debian Unstable and confirmed Debian is not affected.
