The issue is on v4.13 HWE kernel, because that's the only one that is
actually useful at all on these laptops (for example the Intel 8265 wifi
is not supported by the old iwlwifi driver in v4.4).

I have tested both artful-proposed (4.13.0-44-generic #49-Ubuntu SMP Thu
May 24 09:57:43 UTC 2018 x86_64) and bionic-proposed (4.15.0-23-generic
#25-Ubuntu SMP Wed May 23 18:02:16 UTC 2018 x86_64) kernels, and they
behave correctly on my Latitude 5590.

Ubuntu 16.04.4 LTS was installed to some Dell Latitude 5490 & 5590
laptops, originally running BIOS version 1.0.8. The install media and
the installed OS was running linux-generic-hwe kernel 4.13.0.

nomodeset on my Latitude 5590.
