The debian installer seems to have some encoding problems and thus does
not present information correctly. Special characters are garbaged, as
are some of the ANSI visualizations. However it seems to be related to
locale (region selection, keyboard detection).

The following netboot image still works with DHCP for IPv4:

It seems if the change was introduced later.
