I was just discussing this on IRC. There is not a good way to deal with
this (aiui), as the dependency that needs to be expressed is a runtime
configuration one. That is, zabbix-frontend-php correctly depends (in
16.04+) on (php-pgsql | php-mysql | php-sqlite3). But there is not a way
for zabbix-fr

I simply backported NikiC's suggestion from SO. I will update the PHP
bug, as I think we'd rather it get fixed appropriately upstream (and
they will presumably add a testcase).
