I noticed strange behavior.
iperf still get 20-30Mbps, but wget have 5-9MBps.
kernel 4.12 without any paths

I recheck "limit = max(2 * skb->truesize, sk->sk_pacing_rate >> 8);" to.

Hi, i have issue with 3.32.2+git20190626 and JetBrain's IDEs.
In my case after updating to the 3.32.2+git20190626 have system freezes
after clicking on dialog button (dialog shoud be placed over another
dialog).
