I have found a workaround for this bug.. although I would prefer it if
ubuntu did this for me instead of me telling it to (Since ubuntu focus's
on usability).
What you do is type this in terminal:
sudo nano /etc/X11/xorg.conf
change DefaultDepth 24 to DefaultDepth 16

It has a Trident Cyber 9525 graphics chip inside it and runs Ubuntu 7.04
There is a multicolored fuzzy strip near the bottom of the screen which makes
the laptop hard to use.

Sorry, I was very vague. When you run update-manager the Starting
Update Manager dialog appears. The progress bar reaches 100% before
it's finished checking the cache for updates. The patch will ensure the
progress bar is updated correctly.
The 4 steps I mentioned are the 4 different progress
I've attached a patch as another proposed fix for this and changed the
status back to confirmed as the fix hasn't been committed to the main
branch. This is still present in jaunty as of update manager 1:0.101.0

gksudo is used gain root privledges, so if you click Check just before hand
to update the list of packages, it will not need to ask for the password again
to Install the updates.

This appears to be caused by the fixed-height-mode being set to enabled.
It either causes the top row to be too high which isn't so bad, or it
causes all rows below it to be too small which is problem. The patch
