I can reproduce this in a plain openbox session but only with lxpanel on the top monitor of multimonitor setup in both lxde and plain openbox. If I move the lxpanel to the bottom monitor I can work aroudn this and it does not happen but openbox does not seem to be reserving space for lxpanel on the top monitor. Is there another panel I shold check to see if this is not a bug eslewhere? workaround #2 setting an xrandr in defualt apps for lxsession causes windows to maximize normally instead of the save button in lxrandr which executes and autostart xrandr script. Size of the maximized window after running this.
