I had very similar problem. I installed gnome-user-share 3.14.2-2ubuntu2(for "16.04 Xenial Xerus" package .deb from https://launchpad.net/ubuntu/+source/gnome-user-share ) to my Ubuntu(15.10 Wily werewolf) machine, then Bluetooth file receiving success.
