This bug is still present in Lubuntu 17.10. Can't work the volume or the WiFi with the mouse. Another workaround is to use the keyboard. Click on the desired icon on the taskbar, and leave the mouse pointer over the taskbar. A better work around is to click on the panel network icon and not move the mouse, use the keyboard arrows to highlight the item you want to select then press enter. Work around right click on the panel -> panel settings in the advancd tab unclick minimize panel when not in use.
