Ok, that was a problem on my system with dbconfig-common not generating
said config.
Fixed by installing dbconfig-mysql and completely reinstalling cacti.

The cacti package in Xenial suggests you to update the configuration of cacti.
Do you have a file called /etc/cacti.conf.ucf-new (or something like that) that
contains the line (note the last "i" on that line:
$database_type = 'mysqli';
If so, this bug is an operator error to not look at
And in case it isn't clear, the way to fix the issue for you, you should
add that "i" to your /ect/cacti/debian.conf configuration.
Obviously I also meant /etc/cacti/debian.conf.ucf-new (or something like
that), in my previous remark.
