With a novarc (which seems functional in other respects) lookin akin to:

export OS_USER_DOMAIN_NAME=admin_domain

export OS_PROJECT_DOMAIN_NAME=default

export OS_IDENTITY_API_VERSION=3

I am able to run "heat stack-list" with no issues. Though when
attempting to create a heat stack, progress seems to stop at the heat-
engine with the following being output in the heat logs:
