Unable to scan/found bluetooth devices.

Steps to reproduce:
1. open bluetooth setting
2. click + to add new device
3. 'Device Search' and put bluetooth device in pairing mode

Expected results:
Found the device in pairing mode

Actual result:
Unable to find this 'Microsoft Bluetooth Notebook 5000'
