Public bug reported:

The are many drivers enabled in Xenial that are not enabled in Yakkety.
This represents a feature regression that occurred when the more modular
config scheme was adopted from Debian kernels. This bug represents
changes to the Yakkety config wherein only modular drivers are enabled.
No core kernel settings are changed.
