Looks like I don't have it...
Also if there is an easy workaround (using desktop bg from gnome-
flashback) I wouldn't consider it an important issue.
Can we reassign it to unity-settings-daemon maybe?

Dmitry, do you have time to debug this problem? When nautilus is not
running than changing background _XROOTPMAP_ID is not
changed/updated/set. Might be bug in unity-settings-daemon and/or unity-
control-center.
Pablo, if you don't use nautilus desktop window then you are fine using
desktop bg
I found a workaround for this:
$ gsettings set org.gnome.gnome-flashback desktop-background true
