For me the cause was that a VPN connection was up and running!
After pulling some hairs and cursing systemd I found:
https://github.com/docker/libnetwork/issues/779

When I closed my VPN and did a sudo apt-get install docker.io it worked,
instead of exiting.

there are some hints there to the cause.

Yeah, I presume the reproduction steps for this bug are:

1) install some older version of docker
2) use, possibly reconfigure that version somehow
3) upgrade to the version in -proposed

I have no idea what's going on here :( I tried to reproduce in a VM by
installing docker from -updates, enabling proposed and updating docker,
but that worked fine. Had you altered docker's configuration in any way?
I'm surprised there is nothing in JournalErrors.txt.

Going to need more details or a way to reproduce to debug this, I'm
afraid.
