It also fixes issues related to the autopkgtests. [Test Case] Create an image without --cloud-init. Mount the file system and ensure that there's no var/lib/cloud/seed/nocloud-net/meta-data file. Create an image with --cloud-init. Mount the file system and ensure that the var/lib/cloud/seed/nocloud-net/meta-data file exists. The contents of the file should be `instance-id: nocloud-static`.
