This was fixed in trusty via switching to gce-compute-image-packages; a
specific upload with the bug number wasn't required, so this didn't get
auto-closed.

I've built images from -proposed for both xenial and yakkety and
confirmed that this is fixed.  These images also passed our other
automated testing.
