That's not the case with me. In Xubuntu 18.04 the notification appears
over PulseAudio Plugin as well.

I can confirm that this happens with indicator-sound and notify-osd (or
xfce4-notifyd), but not with xfce4-pulseaudio-plugin which does not send
a notification when using its menu slider.
Is indicator-sound even supposed to show a notification in this case?
This bug still remains in 17.10.
