The former changes were
1. a no change rebuild to pick up new compiler defaults
2. changing upstart/sysv init scripts to not start inside containers

#1 is a no-op
#2 is a bit more tricky, the TL;DR follows
# 2.1 the change was made under good assumptions: "irqbalance has no need to 
run in a container.
Its possible it has some value, i'm not completely sure, but it would seem just 
waste."

Having no hard reason to do so and with the upstream nack we should drop that 
part and sync.
Which allows us to pick up a much better systemd integration.
