Public bug reported: The former changes were 1. a no change rebuild to pick up new compiler defaults 2. changing upstart/sysv init scripts to not start inside containers
#1 is a no-op #2 is a bit more tricky, the TL;DR follows # 2.1 the change was made under good assumptions: "irqbalance has no need to run in a container. Its possible it has some value, i'm not completely sure, but it would seem just waste." #2.2 but upstream explicitly nacked here https://github.com/Irqbalance/irqbalance/issues/27#issuecomment-172279943 Having no hard reason to do so and with the upstream nack we should drop that part and sync.
