Funny, I found that qml-module-qtwebengine is not even installed on my
system.
Probably qupzilla package is missing the dependency? Anyway, after I
installed the package manually, the problem is fixed and Speed Dial
works as expected.

What version of qml-module-qtwebengine package do you have? It looks
like it does not match your version of libqt5webengine5, please upgrade
it to 5.9.1+dfsg-2ubuntu1.
