For me it works well. Also default values are selected carefully so that
user need to apply little bit of pressure with pointer to reveal the
launcher. Otherwise it may reveal accidentally, for example when you try
to copy text from left most side of full-screen application.

I was also able to reproduce it on 17.10 _on metal_.
For some reason the launcher hides for good and I was not able to
display it again on VM (Virtualbox).

Mh, such values are quite hard to define depending on hardware in use
(for example a touchpad could be slower than a regular mouse or a
trackpoint)...
However, you can also tune those settings using CCSM. By installing
compiz config settings manager you can change many values under the
Launcher
