How to reproduce :
- Install Kubuntu 16.04.3 in oem-config mode
- Run Oem-config-prepare
- First time the oem-config wizard is displayed
- Stop the computer
- Boot the computer again
- You only get the Splash screen indefinitely
We cannot Ship Kubuntu to customers because of the this bug
