This bug report shows that you are using the clang-4.0 package from the Ubuntu archive and that it fails to find architecture-specific headers under /usr/include/s390x-linux-gnu, so that is certainly a valid bug in that package. However, clang is not a supported package in Ubuntu main. In Ubuntu

I believe this is third party source that you are trying to build, not using Ubuntu package build procedures, with a non-default compiler. This is out of scope to provide support for. Why are you using clang, instead of gcc, btw? I believe you will have more success if you use the default Ubuntu
