I think I am experiencing the same bug. Here is a screenshot of my
desktop with user menu when I am connected by WiFi.
By the way, I reinstalled Ubuntu 18.04.1 from scratch last week, but I
kept my user directory intact. I had this issue since upgrading to
18.04 from 17.10.

I still have the same problem since upgrading to 18.04, but only when
*not* connected to a wired network. When connected to a wired network, I
see the wireless menu and the wired menu correctly. However, when not
connected to a wired network, the user menu starts with VPN.

with a connection name. In 18.04 the labels and respective icons are

No, it was gone completely. The entire WiFi option was gone from the
menu too, you could only configure it by opening control center. That
said, have not seen it anymore recently, so closing for now. Will open
it again if it does happen again.
