Thanks for reporting. If you look at the overview page, https://launchpad.net/ubuntu/+source/golang-1.10-race-detector-runtime, you can see that the package is available for 16.04 and 17.10 (codenamed xenial and artful, respectively). However, they are marked with "backports", which is one of the official archives but needs to be manually enabled. Packages are sometimes backported to make newer major versions available than was included at the time of release or if the package was not available at all at. See https://help.ubuntu.com/community/UbuntuBackports for more details on backports.
