verified, build failed with version 229-4ubuntu21.2.
I was built with the command:

# dpkg-buildpackage -j4

I have passed the build with the commit mentioned on my aarch64 machine,
if build command is right, it is fine for me.

I am taking some features off on systemd, so i have to rebuild systemd package. 
Yes, I am building as root, and after pull the latest release and checked the 
source code,
I think this issue still exists.

Why are you building obsolete systemd from xenial?
The systemd package you downloaded is more than 2 years old, for xenial.
The latest xenial release of systemd is 229-4ubuntu21.2, which you can download 
from xenial-updates using e.g.

$ pull-lp-source systemd xenial

Are you building the package as root? you probably should not. Use
fakeroot.

What is your interest in rebuilding 16.04.0 build of systemd, when it
was already patched many times since with security and stable release
updates?
