verified, build failed with version 229-4ubuntu21.2. I am taking some features off on systemd, so i have to rebuild systemd package. Why are you building obsolete systemd from xenial? The systemd package you downloaded is more than 2 years old, for xenial. The latest xenial release of systemd is 229-4ubuntu21.2, which you can download from xenial-updates using e.g. $ pull-lp-source systemd xenial Are you building the package as root? you probably should not. Use fakeroot.
