I understood that the window would appear only on the first login after
a new Ubuntu installation, when you wouldn’t have set up Livepatch yet.

I did not design any of it for any other situation. But I suppose that
even in a new Ubuntu installation, it’s possible for you to set up
Livepatch from System Settings before getting to this page.

Skipping the page seems like a good idea.

By the way, if you need the Ubuntu Welcome wizard back after running it
to the end, just delete this empty file:

~/.config/gnome-initial-setup-done
