Same problem as @eyallior and @fxedel: physical right button of touchpad
doesn't work. In my case tapping right corner doesn't work neither.
My laptop: Toshiba Satellite P50-B-11L. Upgraded from 16.04
Touchpad buttons are place under the touchpad itself.
I've tried gnome tweaks solution and @pema
Rectification: tapping does work but in a very small area. It needs a
strong tap to work

asus ux560u, upgraded from 17.10 to 18.10 today - have no right click.
tweaks can emulate right click when TAPPING the right corner of the
touchpad - but the touchpad has a physical right button that doesn't do
anything.

I am only suggesting this because of my setup.
Try uninstalling Synaptics, install libinput instead and reboot.
Then try Select Area in Tweaks again.
