`sudo valgrind apt-get install --only-upgrade libudev1` completed successfully
so I tried the apt upgrade again
It mostly completed (hung the system at the shim-signed)
but got past the previous failure.
I think we can close this.

I'm afraid upgrading libudev1 works for me, could your perhaps run the

sudo apt-get install --only-upgrade libudev1

in valgrind, like

sudo valgrind apt-get install --only-upgrade libudev1

and post the output somewhere?

libudev1 is the one it wants upgraded before apport will work; however
`sudo apt-get install --only-upgrade libudev1` also crashed with Illegal
instruction.
