I tried installing snapd since a new version was released last week but
still the same problem:
$ sudo apt install snapd
...
Setting up snapd (2.33.1+18.10ubuntu1) ...
snapd.snap-repair.service is a disabled or a static unit, not starting it.

The first time I gave up waiting and killed it. Then...
$ sudo apt full-upgrade
E: dpkg was interrupted, you must manually run 'sudo dpkg --configure -a' to
correct
Although a fresh install won't work on most systems because of bug
1775743.
