Note to SRU members: the Test Case on the bug is a bit incorrect, as the
30s delay test should only be performed later, after finalrd is landed
and the iscsi changes backported. Accepting current verification
instead.

$ dpkg-query -W finalrd
finalrd 3~ubuntu18.04.0
And reboots continue to work just fine. It's ok to ship finalrd in
bionic, as standalone package.

needs verification. I.e. install finalrd on a system with raid1, install
an mdadm finalrd hook (ie. pull in new mdadm from a later release) and
ensure that finalrd is used when shutting down and shuts down fine.
