Public bug reported: python-mocker has been removed from Debian unstable because it is a python2-only module with no python3 support. ubuntu-kylin-sso-client build-depends on it. You will need to move this package off of python2 by the Ubuntu 20.04 release, since python2 is end of life and will not have security support in 20.04 (if it ships at all).
Also since python2 removal is proceeding in Debian, packages which rely on python2 are not likely to be maintainable anyway in 20.04.
