The problem is that the bgrt theme requires resources from /usr/share/plymouth/themes/spinner, but /usr/share/initramfs- tools/hooks/plymouth only copies in the default theme directory (bgrt) plus text as a fallback. The prompt is visible if you hit Esc, and (at least sometimes?) shows up on the text theme when you hit Esc again.
