I thought it had something to do with Teams being open, but this doesn't
appear to be the case.

Oddly enough, it seems to only happen when Microsoft Teams is open. I
just noticed that it wasn't happening, but the moment I open Teams, it
started to happen again. Note: MS Teams is NOT the program that won't
stay minimized--it is any program.
