Please sync puppet 5.5.19-1 (universe) from Debian unstable (main)

As you can see in the changelog for this version, this is a bugfix release, so
no new feature was introduced.

Explanation of the Ubuntu delta and why it can be dropped:

The current delta added in version 5.5.10-4ubuntu1 is not needed anymore because
upstream dropped the last bits requiring ruby-sync.
