It's likely the root cause is the same as bug 1876889 but since the
symptoms are different we should keep the bugs separate. At least to
avoid confusing people.

I found this temporary fix by Sebastien Bacher (seb128):
$ gsettings set org.gnome.shell.extensions.dash-to-dock extend-height
false
I does solve the problem, but the dock
Could be another dashtodock issue, other problems at low resolution seem
to be due to it, would be worth testing without the extension enabled

I'm also affected by this bug. Only to me it happens when I put my Dell
Laptop e7470 into the docking station. Attached to the docking station
are 2 monitors: Dell 21" @ 1920x1080 and a Dell 18" @ 1600x1200. The
applications menu does not scroll down when the 2nd Monitor is attached.

Seems the issue only occurs at low resolution.
It's also unclear if the problem is specific to ubuntu-dock like some of
our other overview bugs are. When I disabled ubuntu-dock the bug stopped
happening. But when I re-enabled it the bug also stopped happening.
