I'm afraid this is down to the pi's bootloader itself rather than
u-boot, and my not realizing that while *most* variables can be included
from other files, a few of them (including, as you've discovered,
gpu_mem but also start_x, start_file, fixup_file - basically anything to
do with the second stage loader) can't. All of which rather complicates
my plans for pibootctl, but c'est la vie!

The package selection is guesswork. I a not really sure if this belongs
to u-boot, since the files (config.txt, usercfg.txt) themselves do not
seem to belong to any package.
