I'm afraid this is down to the pi's bootloader itself rather than u-boot, and my not realizing that while *most* variables can be included from other files, a few of them (including, as you've discovered, gpu_mem but also start_x, start_file, fixup_file - basically anything to do with the second stage loader) can't. The package selection is guesswork.
