This is somewhat expected. In Ubuntu 24.04 the file chooser dialog is provided by GtkFileChooser, which supports querying existing thumbnails but not generating new ones. When you then open Nautilus the thumbnail is generated, and the file chooser can show it. In Ubuntu 24.10 and later, the file chooser dialog is provided directly by Nautilus so it will be able to generate thumbnails on-the-fly.
