Charlie, bug 338785 is generic, I don't know it is also related to this
issue. In both bug 338785 and mozilla bug 427028 (upstream bug) the
question related to firefox plugin isn't ever sayd so I shouldn't mark
this bug as duplicate of 338785.
However I confirm the issue on 10.04 and firefox
Can someone experiencing this issue confirm whether or not it is bug

Not sure this one was duped correctly.
Seems unrelated.
Also, hitting the about:plugins page should cause flash plugin to be picked up
without restart.
I imagine there's some similar backend method too?
