commented this was resolved for him with 2.6.27-2. Refer to

Also, it would be good to first test the latest pre-release of Jaunty to
confirm the bug still exists
I am experiencing a long pause during boot on my Dell Vostro 1500
notebook at the ubuntu splash screen where the status bar is about 1/4
the way along the ubuntu logo and receiving the below excerpt in dmesg.
Also I have to ifdown and ifup my network card everytime I reboot to get
network access.
