Now that it is in Debian, how hard is it to get it into Ubuntu?  All the
packages listed at http://packages.debian.org/source/sid/xmlcopyeditor
appear to be available with 9.10.  Is this likely to just be regular
build, or is there more to it than that?

I've been using XML Copy Editor since 2007. I haven't found anything
that comes close to it, especially regarding its handling of complex
scripts like Khmer.

If not in debain and not in ubuntu it will have to go through the REVU
process either on m.d.n or REVU to ensure the package conforms to
debian/ubuntu policy, have a look at
